No. Everything you do in Eggl stays on your Mac. It has no account system and never transmits your timers or your habits anywhere.
The only exception is anonymised crash data, and only if you’ve opted in to sharing analytics with developers in macOS settings. That data is used to fix crashes and is never sold or shared on. The full policy is here.

Only one, and only for the global shortcut. macOS asks for your permission before any app can listen for a keystroke while another app is in front. If ⌥ space isn’t bringing the timer forward, check System Settings → Privacy & Security and make sure Eggl is allowed.
